Angry careless driver behind me

so i'm at this red light at 2AM... waiting for the light to turn green... then all of a sudden, i feel a nice little jolt. did the earth just shift over? did my brakes go out and came back in for a split second? NOOO some doofus taps me from behind... and the two marks on my rear bumper are these little imprints from his license plate screws.

i get two marks of clear top coat taken away why he gets nothing. what am i supposed to do? call the cops n wait for an hour all for two little marks?

i didn't yell, i didn't even look at the guy, i didn't even look at what car he had... i just went straight for my bumper cuz i just got it repainted months ago... now, its flawed!

my question to you all... since the base color paint of silver is still there but the top clear coat is gone, can i cover it with clear coat enamel? i have a can of clear coat engine enamel used to coat my brake calipers. good idea? or bad idea?

i want to coat it so those areas are somewhat protected from the weather, rain, car washes, etc.

You dont have to wait for the cops. You can just file a police report within like 48 hours at the police station (At least in Houston) that I know of. I hope you got their insurance info as well. Or are they going to pay out of pocket? Either way you shouldnt have to shell out a cent.
