Arrow Spoiler LED

I bought my GS400 and the spoiler never worked. When I started ripping it apart I noticed the wiring harness and followed it down. Both wires were tapped into one of the brake light wires. It doesnt power up the spoiler led's. How would I connect a spoiler to the cars wires? Does both wires go to the same brake light wire? I have no idea. Anyone know?

i'm thinking one wire should be +12v and the other a ground wire.
