steering problem

Default steering problem

Hello everyone,I recently had the wheels balanced,rotated,and alignment done on my 99 gs3 . It helped stop the high speed steering wheel vibration but the tramlining is not completely gone and also what bothers me most is when I make turns the steering wheel does not return to center,It feels like there is no power steering.The guy who did the alignment says its something with the rack and pinion or arm and costs $700-800 to repair.Has anyone had this problem and can tell me how to fix it and what it costs?Any help would be appreciated.

indeed it could be the steering wheel column that's going out

and sounds like the bushings are worn too?
