rotating tires on the GS400, which tire goes

it depends on the tires. I don't think that any of the GS 400's came with directional tires. A quick way to check is look at your sidewalls, if you see any form of a directional arrow>> pointing toward the "rotation direction" (forward) then you are limited in your rotation scheme (unless you take it to a garage and they remove the tires from the rims to rotate--not recommended..IMO).
If you do not have any such markings then you should rotate FL to RR, and FR to RL. You could incorporate the spare if you choose, but another not recommended..IMO.
If you do have the directionals you can only go front to rear on the same side of the car.
