Default 99 Lexus GS300 P2796 & P0446

Ok....so my son's 99 Lexus gs300 had trouble starting. Replaced battery, fuel pump, change plugs, repaired frayed wires on the wire harness, new crank sensor, new cam sensor, new key from Lexus and ignition immobilizer. Car still acting the same, sometimes it starts sometimes it don't. Now I'm starting to think it has something to do with the locks or alarm.
I was going to replace the igniter but that is a $500-$700 part through Lexus.
Locks do not work even after I got new key programmed. Any advice.....anyone please. This project is getting expensive. Please let me know what you think.

Edit
I had it tested personally but my exwife had this guy look at fuel pump, starter, alternator.
Personally I have replaced plugs, valve cover seal, cam sensor, crank sensor, new key transponder, immobilizer (goes behind ignition). The car still starts then it has a mind of it's own then dont start. It cranks but don't start.
Maybe the igniter? Not sure but these are the last 2 parts I need to replace and the most expensive. Igniter-$700+
ECU-$1,700+
Any advice.... somebody please??
Regards, John

I can't help you much with the diagnosis, but if you decide to go with a used ECU, I can program your keys to it for you. It'll be a heck of a lot less than the $1,700 you mentioned if your ECU is actually bad.

FYI you are asking about a 99 in the 93-97 section.

By igniter, are you talking about the ignition control module (ICM)? Have you checked for spark with a spark checker and noid light on the injectors when its in the no start condition? See if you have no spark and no injector pulse, or just one or the other. This will help pinpoint the culprit.
