Default Fan relay, Cooling Fan Switch, or the Fan itself?

Hello everyone, I'll make this brief because its 11:15 pm on the east coast and I gotta be up @ 4am.

Recently, my 95 GS started overheating. Being that I just put a new engine in about six months ago I want to hop on this issue fast, to prevent any engine damage. The two fans on the radiator are not working. They dont work when the A/C is turned on and they don't work when the car starts overheating. Oddly enough they spin continuously when I disconnect them from the fan temperature switch (ECT switch shown in the included photo). However even with them spinning continuously the car still overheats. I am not sure what the is issue is exactly, but I think its either Fan relay, Cooling Fan Switch, or the Fans themselves. What do you think? Any Ideas would be great and very help. Thanks in advance to anyone who can offer me some guidance.

Fan clutch could be on its way out, especially with the ac on, the condenser builds up heat and the fan clutch can't keep up. Id look into the fan clutch
