I just bought a 2019 ES350 from a non Lexus dealer. Oddly the car has what looks like a real Lexus certified label. It is where it should be. The dealer never mentioned it.

Does it have value to me ? The car has 23000 miles and is just over 3 years old. How do I find out of the certification applies to me ?

 

You can run the VIN and check where it came from or maybe a Carfax report. Then check with the dealer... Looks like you have about one more year of factory warranty and anything that might be transferrable.
