Doesn't look like it. It is the reflector motor.
Do they need to replace the whole headlight or the reflector motor itself?
Can these be opened safely and glued back together?

No, they don’t fix them. They replace them.

On bi-led/tripple beam, you have the same LED-s for low and high beams but there’s a reflector door which covers the upper half of the reflector for the low beam and fully opens for the high beams.

As I explained to you before they will replace the whole assembly.

Thanks for clarifying that.
Not sure why they don't just say "we will replace your headlights with a new one". Instead they are talking about reflector motors.
I assume cars in the USA is also affected right ?
