Reading the recall it sounds like a sensor will not detect that a passenger is in the seat and therefore an airbag will not deploy. Today I tested my 2021 ES350 (a year and model stated in the recall.).
Car turned on, with no passenger, the signal says “airbag OFF.” I then turned the car off, asked a passenger to be seated, with seatbelt, and restarted the car. With the passenger the signal says, “airbag ON.” Seems to me something is detecting the passengers weight and turning the airbag on and off appropriately. This car was produced in 4/2021.
Anyone else try this yet?

Of the ESs on the recall list, the recall is because the front passenger seat OCS sensors COULD have been improperly manufactured. The "could" means not necessarily all the sensors are defective or that all the recalled ESs will have defective sensors that fail to operate properly.
If you read Toyota's press release, Toyota Recalls Certain 2020-2022 Toyota and Lexus Vehicles, you'll see just 2021 ES250, 2020 - 2022 ES 300H, and 2020 - 2021 ES350 are on the recall list.

FYI: The quote you are commenting on only illustrated the ES models. The recall also include other Lexus models, including my RX. Your point is still fair, I just wanted to offer that clarification.
But if it seems to be working properly and I therefore don’t take it in in response to a received recall notice, will my car’s record show an open recall that could be prejudicial at time of sale/trade-in?
Mine works fine. Wonder if I need to visit dealership to avoid my profile showing open recall. Wonder if they’ll take my word by telephone that the recall is inapplicable to me and not show an open recall for me, as mine operates as designed.
