I second finding a used door, it might not match 100% but in my experience paint fade is fairly consistent unless your car never sees the sun and the donor is always parked outside.
Maybe consider filing a police report to have it on file in case your neighbor backs out or even when dealing with his insurance company. Good luck and let us know how this plays out for you.
Show him the written estimate and demand payment in full now. Whether or not you repair it and how, you’re nevertheless entitled to that payment now. Get it while you can. Also, notify your insurer and a copy of the video now is critically important and potentially priceless.

There is virtually no chance that the OP would get a satisfactory color match with a used door taken off of another vehicle.
As has already been pointed out, cars/parts that are painted at different times will use paint from different paint lots, and a panel painted at another time than was the rest of the car is just not going to acceptably match the color of the rest of the car. That is especially true with multi-stage pearl finishes like the pearl whites.
That is the reason why even the most skilled paint technicians are likely to have to blend new paint into adjacent panels when doing paint work on cars with multi-stage pearl finish colors. Doing so doesn't result in making the color match any better, but what it does is to spread out the mismatch over a larger area so that it becomes less noticeable and acceptable.
I would bring it to a local Lexus dealership, (or call your sale man if you bought from Lexus) they should have a Lexus certified bodyshop with all OEM parts and paints, if not, they will recommend you a shop that they use for all their body work. Get a quote, they will tell you what's the best option, cost wise, time wise, car wise, value wise, and insurance wise etc...
Discuss with your neighbor to see if they want to pay via insurance or out of their pocket. If this goes to insurance, their monthly premium will go up, and the damage on your car will be reported to Carfax etc. it will decrease value of your car in the near future (if you plan to keep it for more than 5 year or 80K+ mileage, it won't affect much).
From my experience, they can repair this, the area is small enough to color match, this should be the best, try to get them pay out of pocket to avoid hassle for both parties. I see $1500 at least.
Replacing door will likely be $3000+ with parts, labors, painting...

repainted cars (to any extent) will technically be a mismatch forever. the only thing the shop does is make it to where it's not easily perceptible. Not hard to do since a human being can only see any one side/angle of a car at any given time.
I don't care how much it costs. With that dip***** as your neighbor, who has admitted fault AFTER video evidence, I would take it to the most reputable body shop in a 40 mile radius. Get the estimate and get payment from the Neighbor. After that, get more payment from him once the final actual bill is created because there will be additional fees (probably by a few hundred bucks), that were not covered on the original estimate.
I've never had it done with any car that I've owned, but I have seen it done with other cars.
With today's cars, there are many stunningly beautiful colors, but many of those colors present challenges with regard to replacing panels or even with repairing/refinishing panels. Again, that is especially true with multi-stage pearl colors, but it is also true with colors like silvers and reds. When comparing two separate cars supposedly of the "same color", the colors may appear to actually be the same, but, if you take a panel off of one of the cars and put it on the other, that is when it will immediately be obvious that the colors are not identical. About the only one of today's color for which does taking a panel off of one car and putting it on another car work (or does doing panel-to-panel refinishing work) is a non-metallic black.
Yeah the only decent time to used a pre-painted or used painted part is like for a spoiler or lip or other plastic item where even if repainted at a shop, it likely won't be a perfect match anyway due to the material difference. So a lot of car manufacturers (BMW, Lexus, etc) will sell prepainted plastic accessories/parts, shark fins, trunk spoilers, side mirrors, etc. Plus those items have a natural break since they're tacked on, so a super slight mismatch won't look too off on a plastic spoiler/lip. But a used metal door next to an existing metal fender, will look sorely out of place paint match wise. of course not ideal to install prepainted lip on a 10 year old neglected car. but if your car is that old and neglected, a mismatch would be the least of worries.
I’ve parked in that same spot over 50 times at my brothers house. Across the street from the house there is a neighbor with a camera right on the corner of his house looking directly at my car but he never showed me the video he just told me that the neighbor next to him did it and he contacted them. At that point I didn’t even care about watching the video. So as I’m walking to the other house a lady comes outside and she was very nervous she looked like she wanted to cry she didn’t want me to call the police for some reason my Hispanic people know LMAO. She honestly looked traumatized I felt a bit bad even tho I was pissed I wasn’t sure she would have enough money since her car was already dinged up but She agreed to pay for the damages and I went to 5 body shops the next day. I showed her each quote I picked the one that was the best for me and the shop did an excellent job painting the car and matching the paint. No new door was needed and I went to lexus north Miami which they wanted to repaint the same door at almost $1800. I got it painted for less than $700 and it came out perfect and I’m happy with it. I didn’t get a rental because I didn’t need one and the insurance claim would have been a hassle.
