I wonder if it's some licensing rights with Qi that Lexus is required to sell a certain number of units?

"A Qi certification in accordance with the specifications of the Wireless Power Consortium (WPC) serves as a quality feature of the devices with wireless charging technology. Products that use the Qi standard must be rigorously tested to ensure safety, interoperability, and energy efficiency. Only products that pass these independent tests may use the Qi logo and are considered “Qi Certified"”.

It doesn't "not work," it just works poorly.

My ES has the wireless charging option and I find it completely useless as well but for a different reason. Neither of my phones actually fits on the itty bitty charging pad with a case on (Pixel 3 XL and iPhone 8 Plus).

Taking a step back though, wireless charging is typically very slow anyway. Some phones do have the capability of faster wireless charging speeds but they require a special charging pad, with a higher output and sometimes a different protocol/standard. I am sure that what Lexus (and probably every other car maker) installs is to the Qi industry standard that is...you guessed it...pretty slow. Heck, I have one from Google that is specifically made to fast charge my Pixel 3XL and even it is prone to overheat and stop charging.
