2016 ES350 horn
I am totally unhappy with my horn.
For whatever reason it sounds goofy, sometimes like it is dying...
On the days with cold weather it is almost noiseless or even give up to produce any noise.
Is there a solution to this?
Perhaps something aftermarket.
Any ideas?

Sounds to me, no pun intended, like it is bad, if still under warranty, have the dealer look at it.

Our horn is loud and clear. No complaints. I would guess you have something wrong with yours.

I had a problem with the horn on an older vehicle I owned. It only occurred when the temperature dropped very low, as in single digits here in Pennsylvania. Sounded like one of those horns from New Year's Eve that you blow at midnite. As soon as the temperature rose, the problem went away. I just put it down to a cheap horn by GM. I did replace it with an aftermarket horn and that was that. As far as the Lexus horn I've not had an issue with mine - 5 1/2 Y.O. - and I don't remember even one complaint here on the forum.
I would recommend the same as Ward and Jollick, have the horn checked at the dealer. GOOD LUCK!

I don't think I've ever used the horn in my ES. Maybe it's just because of all the courteous drivers in the Chicagoland area.

Thanks guys!
This is on my list to address next dealer's visit.
Yes, once in awhile I need to use the horn but sometimes it is embarrassing when it sounds like a last breath
