Driver Side Mirror stuck?
What 'may' have happened is that somebody pressed the edge of the mirror with their thumb and the mirror may have slipped on its drive screw a bit. Try moving it to the extreme position as much as it would go, and then try to press it gently with your thumbto push it further where you want it to be. It should make a rapid clicking noise and move with moderate thumb pressure. Then you can readjust with the internal adjustment.
We have a '13 ES300h and our driver side mirror stopped working in the horizontal adjustment but can still be moved vertically. I was told by a Lexus dealer the only thing they could do would be to replace the entire mirror. The estimated cost of that as of several years ago, incl mirror, installation, and paint to match was $900. I opted to live with it.

Since the 6th. gen cars ran for 6 years, I'm quite sure that one could find a replacement mirror in a scrapyard or on Ebay for considerably less cost. That's where I'd look instead of paying Lexus $900.00... Might even get lucky and get the same color...
