Default Instrument cluster and hvac illumination randomly changing intensity

Good Snowy Sunday Morning,

I have done a basic search but did not come up with anything. If such a thread exists please link it and I apologize.
Best I can describe the issue is "my illumination dial magically scrolls on its own". The dial/wheel of course does not move but the cluster and hvac illumination changes intensity randomly on it's own. I typically have it set very low as the illumination bothers my attention. At first I thought it has to do with ambient lighting but that is not the case. With the dial staying in the same position sometimes while driving on a sunny day the illumination goes to fully lit and does not go back down until i scroll the wheel up/down several times. Other times I would start the car and illumination is completely off again until I scroll up/down several times.
Anyone encounter this issue?

Remove the switch and illumination should go to its highest level and if it stays like that then the switch is bad.
