i live in the great white north (not wussy TO but icy Ottawa ) and have been running 215/55R17 MICHELIN X-ICE XI2 BLACKWALL - WINTER TIRES on steel rims for several years, Initially I thought about getting 16" rims/tires but have had no issues w OEM size on snow or ice.

Yes, 16s are cheaper and this is they way I went too. And no I don't live in TO either

Check out tirerack or similar sites. They can provide alternate sizes that are still safe and fit you vehicle.
