Default 2007 ES350 OBD Code P0020

I recently replaced the power steering pump and water pump on my 2007 ES350, and then threw a P0020 code. I've changed the oil and checked all four cam sensors (7.5-.7.8 ohms), but the code still comes back. Does anyone have any experience with this code? What do I check next?

Where do I get a copy of the OEM service manual to download? Not looking for free, just a solid source to get the OEM service manual.

Check the VVT solenoid connectors/wires on the 2nd (front) bank.

For clarity, I did check the four OCV's (two in bank #1, two in bank #2) and all were in range per the PDF's above. I note I was to check the VVT solenoid, not the OCV's. Can you provide the instructions to check the VVT solenoid on the front (#2) bank?

As I noted previously, I did check all four and they appear within range. Should I replace the two front (bank 2) OCV's even though they checked good?
