Default HID replacement issues

I just replaced my HID low beam on the passenger side of my 2002 ES 300. I ordered two Philips bulbs that were to my knowledge, new. Each one when installed lit up only 3/4 as bright as the light that hadn’t gone out, flickered a bit for maybe a minute, and then went out.

Did I burn through both and the bulbs were faulty, or does it seem to be an installation issue? I am confident I installed them correctly.

Does it matter than the battery hadn’t been disconnected first?

Thanks in advance to anyone that may have useful input.

Don't need to disconnect the battery, the light switch being off is the same thing. Maybe the ballast burned out? Put the original bulb into the other side see what happens.
