Low Beams not working!
I'm the proud owner of a 2000 ES300. Upon getting in my car after work today, I noticed the low beams weren't working. I had my headlight switch set to "auto" and then I tried the "on" position, which didn't work either. My high beams, corner lamps, and fog lights all function properly. I checked my low beam fuses, which weren't blown. I checked the headlight relay and it was clicking on and off like it was supposed to. I noticed the headlight relay also controls the fog lights upon removing it does anyone have any knowledge on this problem? Any solutions? Does the headlight relay control both the fog lights as well as other bulbs? Please help, I have work tomorrow night 😭
Does the car have any aftermarket gadgets like a remote start system? Any accident history? Rodent damage? Here's a wiring diagram to get you started.

No aftermarket electronics, I did find the solution. I inspected the bulbs last night and found that the filaments were intact. Upon cruising over to some Toyota Camry forums, one user hasmd the same issue, and flicked his bulbs, which then broke. He stated that this proved that even though his filaments were intact, the bulb was still burnt out, and thus frail. I did the same thing, and what do you know, both bulbs were burnt and the filaments broke upon tapping/flicking the glass.

For starters, what kind if headlights do you have - Halogen or HID?
Did you check bulbs? Voltage on the connector?
Clicking relay doesn't always mean that it is working, but it means that your column stalk is indeed working. Did you check if the relay has the power coming to it?
BTW, it seems like headlights and fog lights have separate schematics to them, with different fuses and relays.
Here is where you can find locations of all the fuses, just in case.

Really bad luck to have both go at the same time. More than likely, you haven't noticed and you were running with one working headlight on low beam for awhile and then second finally went out. Good to hear you got it fixed and it was something simple....(Occam's razor)
