Default Airbag issue

Seeking some knowledge and advice.
Our 08 ES was involved in a collision where the car was stationary/in drive and got side swiped across the whole front by a Subaru Forester who swerved trying to avoid stopped traffic.
The whole front bumper and support are gone, front of hood and grill damaged, some fender corner damage, etc.
the hit was strong enough to throw the car to the side while holding onto the brakes but neither airbag went off.
The car had recall work performed at a Lexus dealer.
According to diagrams the 2 front airbag sensors are right behind the front bumper cover as I understand it.
Why did the airbags not go off and what can we pursue with Lexus/local dealer?
Do we have to get a lawyer right away?
Anyone been in this situation?

Maybe the airbag didn't go off because the car wasn't moving? Or the speed of impact was not enough? Some interesting reads here about airbags: https://www.nhtsa.gov/equipment/air-bags
