How do I remove the frontend, drivers side panel just in front and above the wheel? It's the panel I circled below. Thanks

It involves many steps. You'll have to remove the inner fender liner, bottom trim, front bumper, signal light etc.

So from further research it seems that I'll need to remove the side turn signal to access several bolts, then remove three bolts on top of the side fender, then two bolts on the side of the fender along the door panel, and finally remove the fender skirt to access several more bolts The side fender should then be able to be removed. Does this sound more or less correct?

Just curious. Why do you want to remove it?

There's some rust developing along the edges where it meets the front fender. It can't be cleaned and treated with sealant unless I remove the panel...or the surrounding panels. I want to stop it from getting worse.
