Emission Issues, throwing 401 code

Emission Issues, throwing 401 code
I recently replaced the EGR Valve, EGR Modulator, EGR switch relay, both o2 upstream sensors and are still getting a 401 code. Replaced several vacuum lines. Need some suggestions on what else it could possibly be.
