Default P1349 code-VVT Solenoid or Something else?

Hello all!

I have a 1999, ES300 with 163,000 miles on it. I was driving on the highway and my car started rough idling and kicking out of gear. I took it to Autozone and got a p1349 code, they recommended I fix my timing belt but I'm not sure thats the problem. I had this problem about a year ago, cleaned the MAF (mass air flow sensor) and it worked great until a couple days ago. Cleaned it again and reset the ECU and it starts out good but after about 6 miles down the road it starts with the stutters and rough idling again.

I did some research and I think it might be the VVT solenoid being clogged causing this. Problem is, I don't know where the solenoids are. I think there are 2 but cannot find any pictures or diagrams where they may be.

What do you guys think? Thanks in advance for replys!
