I have a 92 ES300, and when I rev the engine all the way, the vacuum actuator that's next to the intake manifold, which opens the butterfly plates inside the manifold doesn't activate. The solenoids have been changed, vacuum lines double checked, the vac canister under the battery bracket hasn't been changed though. Does anyone have any ideas as to why the vacuum actuator is not working? or activating.
