Correct me if im wrong, but without the "gauge" fuse, the entire cluster would not function. Youre taking about just the odometer not working. Ive never heard of that.

Anyways the short or open is probably somewhere in the cluster itself. Youll have to get a new cluster. (Ebay or junkyard) and live with that odometer reading. Or live with a non-working odometer.
