Default Coolant leak

I have a 2002 Lexus ES300, 234 000 miles,
I just found it(next the the engine oil filter ) and what is it? Or how can I replace? Looks like a coolant leaking

Block off plate just replace it

Sealed using RTV there is no gasket. Given the rust I suggest you spray penetrating oil on the nuts/studs 7-8 times over the course of a day before trying to remove.
