2003 ES300 OBD not working

2003 ES300 OBD not working
I bought 2 BOD scanner to scan my 2003 es300, but the scan it has power on, but conneting is failed. the all pins I checked not any issue, so any one can help me?

What Scan Tool do you have?
Have you tried any other Scan Tool, or at least tried your existing tool on any other car?
Not sure about Australia, but in US one can rent a Scan Tool from a Car Parts Store, you may have something similar, if not, stop by any local mechanic, depending on your luck, someone may lend you a Scan Tool to try for free, including a free advice on the subject.
