Wow, I feel that you would be best served by making one thread for your overheating issue instead of several for each potential problem.

I think one fan (driver's side) should come on every once in a while when you turn on the A/C.

The fans coming on to cool the coolant in the radiator are controlled by the thermo fan switch, which is threaded in the bottom radiator tank, passenger side. It has a detachable harness that snakes across the bottom tank, and up the driver's side to connect. If that switch goes bad, your fans will not come on when the coolant temperature is too high, and cause the car to overheat. The switch opens when it's hot enough, so you can test it by disconnecting the connector at the driver's side top of the radiator. If the fans come on, then they are good and the switch is faulty.

No. Go look at your radiator, top driver's side. There are two connectors: one goes to the fan, and the other goes to the thermo fan switch (fan controller). If you disconnect the fan switch connector - ONLY disconnect - the fans should turn on. You don't need any battery/voltage.

If your fans aren't turning on when the coolant gets too hot, and disconnecting the switch turns them on, then you have a bad switch. It's at the bottom of the radiator, passenger's side.
