I have ES300 and my problem is that I have check engine light comes on

The reason is because I removed the catalyst
converter and I have the code p0420

I bought
Mini Cat O2 Sensor CEL FIX 90

The check engine light switched off but the problem is I feel the performance of my car went down

Is this item has related to my problem

Also I found in the net is that this item is for off road only.

What is the meaning of this?

The reason that it says for off road use is that it's illigel to use it on public roads. Probably because of emmision standards
