1991 es250 ac/cabin air filter location

1991 es250 ac/cabin air filter location
I have searched the car, and searched this forum and still cannot find the location of the ac/cabin air filter on my sons 1991 es250. I know some say there is no filter on these early models,
I had a 2002 Toyota Avalon which was doing the exact same thing this ES250 is doing....Blower motor running full tilt but very little air coming out anywhere. I found and changed the "Cabin Filter" and was like night and day difference.
I have searched behind the glove box and also removed the lower panel beneath the glove box and cannot find anything that resembles an air filter or anything that would contain an air filter. I know the blower is working fine, it is just that there is an obstruction in the air flow which I can only assume that it is a plugged/restricted cabin filter.
I and even more so, my son, would be greatly appreciative to any help we can get from the kind folks here.

I really do not think he has one.
I would check the resistance of the blower motor. Does it make any noises at other speeds? The cage may have dislodged of the axle or evaporator could be clogged not allow air flow.

The blower motor is working very well....no abnormal sounds or vibrations and from all indications it is moving cold air, just not enough air flow to really cool the cabin area...and the air flow also is restricted when using heat or just trying to move air at any temperature and makes no difference as to whether you are recirculating the cabin air or bringing in fresh air . It just seems like the air flow is disrupted or restricted at some point....and I can't find where.

hmmm, could be the dampers/flaps. At low speed, so you can hear it better, can you hear the flaps moving. I ask this because you stated even when heating flow is minimal or as I mention the cage on the motor may be just spinning freely?
