ES300 ABS light on

Reviving this thread rather than re-invent the wheel. I have a 1999 ES300. ABS and TRAC lights are on.
I did the diagnostic on the ABS and it threw 21-24 which is an open or short circuit in 2 position solenoid for all 4 wheels. Seems odd that all would come on at the same time so I assume there is a central cause?
It also threw code 26 but the table at the beginning of this thread does not list that code. Anyone know what that one is?
The TRAC light would blink 3 times and then 4 times in diagnostic mode. Any thoughts on that one?
