well i highly doubt someone is willing to do it for $400.
lets add
-2 d2s bulbs: ~$50
-2 ballasts : ~$125
-2 projectors: ~$150 ,BTW, i dont think tsx or infinity projectors are bixenon
-2 bulb conn: ~$40?
-2 shrouds : ~$50
wiring and relay: ~$10-20
screws and brackets: ~$5
time to do this: ~4hrs(and this is extremely experienced/lucky guy)
So i highly doubt youre going to get your setup done for $400.
if you do, then youre one lucky guy. other than that, id say stop living in fantasy land and go over to hidplanet.com. i couldnt even put a price on my retro setup, just because ive put so much time into it, and its still not perfect yet. lol

Lol I feel stupid (I do have knowledge in other fields... I promise) asking but what is the difference between projectors and HIDs? Is it mostly the housing? Projectors the whole set up and HIDs just the bulds and ballast? Sorry for the ignorance

HID's are high intensity discharge bulbs that provide the light output. Projectors are the glass that focus the light vs. reflectors that reflect the light into a desired beam pattern. There are both halogen and HID specific housings for both types, but HID's generally work better with projectors; mixing them may cause some glare or aiming issues.
