glare is usually referred for oncoming drivers. you wont see it, but they will. i can almost guarantee you have glare, maybe not much, but some. the vcv koito projectors are able to take some hid kits better than most halogen projectors, but from the looks of the pics, it shows some glare already. this bothers oncoming drivers, as it will shine into their eyes. blinding them, and then having to refocus their vision at night time. how do you like it when oncoming drivers are driving with their high beams on? because thats almost/sorta like what youre doing driving down the road.
post some pics of wall shots.
then we can confirm if this kit is "safe" for use.

i thought that was what glare meant
only reason it looks like that is because i took it below infront of my car theres directly into the low beams...
i already checked if it will bother on coming traffic and its only when im behind people and we go up and down a hill but thats any low beam lights....
heres a pic infront of my car where another car would be at stop signs or lights.

If I'm not mistaken, another contributor to glare is the color temperature of the HID bulbs installed, meaning the bluer the light (or the higher the color temperature) the more glare the bulb will produce.

mine actually look inbetween 6-8 k to tell you the truth
in pictures they look alot bluer than in person its more of a diamond white purple like a 6 k purple

how is output? because the stock halogen projectors are pretty good already. but since you went with 8k, id imagine you seeing nothing but a mere 15' in front of you. i know with my 6k 01 oem hids i can barely see anything. so im switching back.
btw, rtk7, can you show some output againt a wall at about 25' away. this will give a better idea of glare. from the looks of the pics, it doesnt show glare, and the first pic i kinda figured you took the pics awkwardly. but looks pretty good. HIR will still be better though.
