I'm going to go with a "no" on this, because it does not explicitly say that. It does say "cars, food, beer", though.
EDIT: I've been to Boulevard 574 - their foods are good and beer selection is amazing (IPA!)

We're collaborating with Boulevard 574 which they were king enough to provide a location for this meet. The food and beer must be purchased.
