My IS has the bracket and mount. Some dealerships do not put the front plates on. If you get a front plate fix it ticket, you should take it to CHP and have them sign it off then you pay the $15 fee (I think..)

The cost is actually $25 to process. The CHP station near downtown LA verifies your front plate by looking at the car from their office window. Try out your luck because it's worked for me in the past.
Don't even try that. They're just going to laugh at you.

just zip tie it to the lower grill in the bumper.
the cops will just check to see if its secure. if it is, they'll sign off.
look what i did to mine.
flipped OEM bracket upside down, played around with zip ties and small plastic tubes to make it so i'm happy with it.

It depends on the cop guys.
I went to go get my ticket signed off on my old car with the license plate zip tied down and the officer got REALLY pissed and basically told me to GTFO before he finds reasons to ticket me more. There's always those cops that take it very seriously, and if its not bolted down they will not sign it off. Gotta be careful, heard the same issue with people using double sided tape too. Might want to do something like 09starfire did, looks like it hides the way you "temporarily" have it mounted to get it signed off.
