75. Technically you need all of the smog emission parts even on pre 75 cars (ex. if you put an LS1 into a 240z, the LS motor needs all of the emissions parts)

From what I understand, if the 2JZ-GTE came out of a US Supra, is 50 state certified, and is from a Supra the same age as your car or newer, the swap can be signed off by a ref. The GTEs imported from Japan are technically a no go.

Does this apply to 1JZ as well? My chassis is a 1992, and I assume my 1JZ is newer, so can I go to state ref and have a paper (invoice) from my mechanic saying this motor is newer than 1992?

Yea there were a few other threads about this, but nobody could verify that they knew anyone who got it done legally. I'll wait until I see it with my own eyes.

http://dmv.ca.gov/vr/smogfaq.htm
Currently, smog inspections are required for all vehicles except diesel powered vehicles, electric, natural gas powered vehicles over 14,000 lbs, hybrids, motorcycles, trailers, or vehicles 1975 and older.

1JZ is completely illegal.

I certified an engine swap a couple of years back. I'm not sure about newer engines, but older engines do not have a VIN on the block, just a serial number.

They simply asked me what year it was from, I'm not sure that they ever verified the information.

Another tip, you can use the exhaust setup from the original car. That means if the original car only had 1 cat, and the new engine going in had 3 cats, you only need the 1.

For a turbo swap, all must be factory, but you can use custom intercooler piping ONLY in places where the OEM parts will not fit. This was from the inspector himself.
