Seems kind of high for a 6 year old car with 110k. Try to knock off 3-4k.

Not a bad starting point, but you could probably work a few thousand off. Looks pretty clean though.

Im gonna try to give him an offer. I checked the carfax and it came up clean. The only thing is the higher mileage.
What is the percentage for tax they charge in Illinios for used cars?

Depends on the county you live in.

If you declare the car being purchased under $15K then your tax will be about $125. Over $15K and its 8% or so, so whatever you pay for it, make sure you tell them a figure under $15K.
I purchased a set of chrome 19's for my wifes GS from the owner of that GS430, seems like an honest seller.

Do they need some kind of proof of what I pay for a car? or is it just what I say or write down?

It's just what you say (but I think it needs to be within reason). Here's all you need to know:

Correct. You can give them any number, but if its rediculous then the state has the right to see proof, also doesnt automatically mean that they'de ask for it.
I've declared some pretty rediculous sale prices in the past and have never been questioned. I usually tell them 50% of the real cost.
