The Ferrari was traveling at an appropriate speed in a 35-mph zone, but the Hyundai was moving "well above the posted speed limit," said Monterey Park Police Lt. Scott Wiese.
The driver of the Hyundai is under investigation on suspicion of driving under the influence of alcohol and is being treated for a broken leg and other serious injuries, Wiese said.

this tends to happen because while in a drunken state your body is much more relaxed and is not prone to injury like that of a sober driver who tensions their body up. When people say they are about to hit someone/thing or about to be hit, they tend to tighten up their muscles in a natural reaction. If you can remember to relax your body it improves your chances of sustaining lesser or no injuries.
