If you know the pinout for the MAF, you might be able to test it off the car, but it depends on the type of MAF and the type of load it needs to see. Sure, it's just an electronic component, and if you apply power it will do something, but you may need test equipment to interpret the results (some generate a simple output voltage, some generate a frequency, others require additional components to be connected or you could actually damage the thing if there is no load on it).
If there are 5 pins on it, it's pretty safe to say there is power, ground, signal, and (likely) temperature across two of the 5 pins. You just need to know what those pins are and you need to know what kind of load the signal is expecting.

Back in the mid-80s I managed a software project that calibrated early MAFS units on test stands for GM's AC Division. The test stand pulled various volumes of air through the unit, measured the output, and used a laser-trimmed resister to calibrate the unit. Those units are probably still sitting around an empty GM plant in Flint, MI.
