wouldnt you agree that the guy was obviously doing some insane speeds to do that kind of damage?? This cop had watched to many episodes of COPS

Yes I would agree, for sure insane speeds.
But that has nothing to do with a cop being cited like a civilian. Obviously he might face other actions by his department and superiors.
