How much till it's ricey?
To me it is simple, will the car look good parked in front of a fancy restaurant? If the answer is no, the car has to much rice on it. A great car looks right in all settings be it the racetrack or out on the town.
only cheap parts are "rice". tons of mods are fine as long as they are in one theme and high quality. i hate stock cars, especially lexus's because they look like old people's cars if they are stock.
Its not quantity, for me. So far as appearance goes with my personal vehicles, I prefer things to be subtle, as if they came from the factory. I also don't mind sacrificing form for function, but not too far beyond practical.
I've also seen a few radical but nice changes to some cars, so quality and good taste can be had, as opposed to just assuming tacky. Its all on a case-by-case basis.
