In case you were wondering when the right time to change to rotors is. Here is a fair guide to go by...

That looks to me like long-term corrosion from the effects of a flood, possibly (?) with salt water, near a coast (salt water, of course, makes it even worse). Brake rotors on most cars (the ceramic brakes on some exotics are an exception) are usually bare, untreated steel, and quickly rust/corrode when exposed to moisture, unless regularly used. This is why, after a rain or humid period (or just washing the car) you get that thin brown layer of rust on the rotors, and, when you first start the car up and drive it, some scraping noises in the brakes for the first couple of pedal applications until the rust layer abrades off. But yuu have to USE the car to keep the rust off. Let it sit, partucularly in a wet, corrosive environment, and in extreme cases, you can get what is shown in the picture.
