Nope, Abu Dhabi which is part of the UAE. I have actually driven the exact road where that was filmed when I was TDY there while in the Air Force.

wow very very interesting video. given what i have seen, and the weight, etc... i guess at usable track speed and such, probably the mclaren f1 will still come out in front
