Seeing that I wonder if that is on an incline of some sort.

Reason I ask is that a few months back we had two very bad hail storms in Mexico City that made the ground look just like the above (strange I know) and people caught in it were sliding around, even hitting their brakes due to sliding down a slight decrease in elevation.

 

Yes, several roads heading into the west hills of Portland. It doesn't take much of an incline to screw things up on ice. We chose to just stay home and watch the mess.
