The fence isn't bouncing people, the car is. It's a dash cam and the car is grinding to a halt over a curb. The suspension unloads and bounces twice just like all crown vic's do when brakes are applied hard and the car is jolted up over a bump. Had the car came over the bump and into the fence like the cop car almost did, it would have jumped up into the air at least 2 feet from the shock as it bounced over the curb and would have hit that fence dead square in the middle and destroyed it.

Actually in Road and Track they were able to ditch a police cruiser (3 different models including a bike) in the city course in just a Miata. They didn't even have to step up to the EVO or Porsche.
We used to ditch cops all the time on just 600cc sport bikes around town. It once took 3 new BMW bikes just to catch one of us and that was an hour long chase up the 15N.
