On triggering lights with your high beams:
It all depends on the technology at the light, what you usually look for is the little sensor that sits near the streetlight at the intersection (usually up on the wires near the actual red light). If it has one, then either your lights or the vehicle stopped in a certain spot will trigger the light to change. I have one light on my way to work everyday in the morning, that if you don't stay to the right side of the lane it won't trigger the left turn lane signal.
Additionally, I have found some lights, usually the lessor ones that control traffic from neighborhood side streets sometimes will need a car in each straight and each left turn lane before it will change during the day, at night the headlights work.
I think that a lot of times it depends on the guy who programmed the light. Sometimes I wish I could find a place to send suggestions to in order to improve the timing of certain lights, because whomever programmed the light had no clue whatsoever.
