Why do F1 Tires have groves in them?

They need to do something to keep the competition even. It's not fun to watch when someone wins the race by a 50+ second margin. It maybe the most popular motorsport event in the world, but I'd rather see an IRL or a NASCAR event that gets decided by inches.

-Williams messed up this year with their twin keel walrus-nose car.
-McLaren had problems with their chasis and the Mercedes engine kept blowing up. They improved over the later half of the season.
-BAR had an incredible Honda engine and their chasis was improved.
-Renault had a pretty good chasis too, but I heard that it was very difficult to drive. I think they went backwards a little bit from last season because last season they had an incredible chasis but poor engine.
-The rest of the grid won't really challenge for a championship in a long time.
-I will mention Toyota since this is a Lexus forum. They are supposed to have a very powerful engine, but it's hard to tell when their chasis stinks.
In sum, the top contenders made some steps backward and some steps forward, but not enough to dethrone Ferrari. All the teams' cars were faster then last years, but Ferrari made greater steps forward. It also comes down to tactics too, and Ferrari made almost no mistakes. People like to blame Ferrari for making F1 boring, but it's the other teams that have to step up.
