Perhaps more than we need a camera/ticketing system at intersections - we need more stringent drivers-licensing regulations.
The only problem is that many current drivers that rely on their personal vehicles for transportation, particularly to work, would probably not be able to pass a more comprehensive examination.
To be fair, however, policy-creation is arduous and complicated and policy-makers precariously straddle public safety and freedom/privacy.
I will say that I'm weary of any photo-ticketing system though, and I wholly oppose its implementation.
But then I, personally, tend to value my safety less than my privacy.
