What would be the issue with the non-original cat? Is it a non-functioning cat? I am confused. I need the lore here.

Uh if they only care about the actual measured value then you can use an aftermarket cat of high quality.

 

You should have no issue. I had a Magnaflow aftermarket cat on my RX300 and passed easily when I lived in Mexico City over 15 years ago. In fact, the local government encouraged people to upgrade their emissions systems to pass the test.
