I recently purchased a 2014 es300h with 5,000 miles from a dealer. The front of the (black) dash has some scruff marks on it. Wiping it with a cloth does not help. Please see attached picture. It almost looks like the letter "Z". Does anybody have a suggestion on how to get rid of them?

I do not think you can remove this type of damage, but you may be able to mask it.

Have you tried a product like 303 Aerospace? This product provides UV protection while also creating a darker finish... perhaps it could help hide these scuff marks.
