Default Question about paint problem

1992 LS400, I have some blistering of the paint on the trunk lid, I had it parked under one of those tarp canopys and that is the same area that rain could have dripped on it. I have seen old enamel do that from having a wet car cover on, but not just out of the blue like this. I didn't really think the lid had been painted by someone no good evidence of that except for this blistering. Has anyone had blistering on a factory paint job on these cars before?

No pics, it happened all the sudden, ever since we have had freezing temps. I'm thinking lid was a repaint with water base that wasn't dry. Just little pin head and a bit larger pimples. I'd like to find a factory paint silver lid except for maybe rear bumper nothing else main body is repaint I don't think.
